建设中的杭州湾跨海大桥北岸栈桥工程

　　2002年，国务院正式批准建设连接宁波慈溪和嘉兴海盐的杭州湾跨海大桥，加之乍嘉苏高速公路于同年10月通车，位于海盐东北部的海盐杭州湾大桥新区顿时迎来了千载难逢的发展机遇。

　　大桥经济方兴未艾

　　发展就是硬道理。面对机遇，海盐县委、县政府果断作出了在跨海桥头创建海盐经济开发区大桥新区的战略决策，2002年5月26日，杭州湾北岸的38万海盐人率先启动了大桥新区的建设，使其成为海盐经济发展的新平台。同年9月浙江省人民政府批准杭州湾大桥新区规划面积12.5平方公里，作为省级经济开发区海盐经济开发区的一个有机组成部分。

　　杭州湾大桥新区的设立，将为海盐打造上海南翼、杭州湾北岸的先进制造业基地打下基础，并与县城武原镇、南北湖风景区共同组成具有海盐特色的现代化滨海城市带。大桥新区的交通区位优势使其不仅可以构筑成一个现代物流平台，就2008年建成的大桥本身而言就是一道美丽的景观，具有不可估量的旅游开发价值。据有关专家分析，杭州湾跨海大桥的静止观桥视点南北共有7处，而海盐独占5处。其中海盐白塔山观桥视点倍受专家推崇，如此得天独厚的地理优势，必是游客欲观大桥雄姿之首选。故此，大桥的建成将大大推动海盐县旅游业乃至整个第三产业的发展。

　　如今，打好“桥牌”谋划海盐新跨越已成为全县上下的共识，海盐“大桥经济”正涌动着一浪高过一浪的热潮。目前，大桥新区已启动开发面积12.5平方公里，大连实德、圣恩电子、吉安纸业等大项目纷纷落户，其规模之大、档次之高都是前所未有的。其中东方大港实德高新技术产业园总体规划面积达6.26平方公里，计划以发展新型建材工业为主，用6至8年的时间全面建成，届时工业总产值预计为150至200亿元。该产业园一期已全面启动，总投资16亿元，开发面积1500亩,六个主体标准厂房已全部建成,首个8万吨生产线正在安装调试，将于今年10月正式投产；一期工程列为省重点工程A类项目的浙江吉安纸业计划总投资30亿元人民币，将于2006年前建成一座年产130万吨纸制品的国内一流的现代化造纸基地。

　　今年海盐进一步理顺开发区管理体制，经济开发区建设重点转移至杭州湾跨海大桥新区，通过重点培育和发展临港重化工主导产业，积极引进高新技术产业，努力改造提升传统产业，把新区建成全县经济的增长点和产业拓展的承载平台，并计划今年全区实现工业总产值50亿元；实际利用外资3500万美元；引进县外内资4.5亿元；完成生产性投入13亿元，出口创汇2.1亿美元。同时加快区内骨干道路、管网、污水泵站、地面水厂等配套设施建设，提升大桥新区品位和形象。

　　杭州湾跨海大桥的建设，必将为海盐经济开发区杭州湾大桥新区注入新的活力，为海盐经济的腾飞插上坚实的翅膀。

　　区位优势世人瞩目

　　“一桥飞架南北，天堑变通途。”随着杭州湾跨海大桥的建设，海盐杭州湾大桥新区成为举世瞩目的中心，其独有的区位、交通、资源优势越来越为人们所关注。

　　首先是区位优势——海盐杭州湾大桥新区位于杭州湾北岸海盐县东北部。乍浦-嘉兴-苏州高速公路与国道同三线横跨杭州湾的杭州湾大桥在此交汇，规划建设中的杭浦高速公路擦边而过，沪杭快速通道贯穿全区，国家一类开放口岸嘉兴港海盐港区和直通黄浦江的六平申线五级航道分别位于新区南、北部。杭州湾大桥2008年建成后，这里将成为沪、杭、苏、甬黄金区域的区位中心和沪-杭、苏-甬双线交汇的交通枢纽，形成至四城市100公里左右、1小时即达的交通网络，成为国际资本对华投资的黄金宝地。

　　其次是港口优势——毗邻新区的嘉兴港现有万吨级以上泊位6个，年吞吐能力1200万吨。结合国家化工、能源及重点工程货主专用码头建设，至2010年吞吐能力将达3000万吨，成为长江三角洲港口群中的重要一员。

　　再其次是能源优势——秦山核电基地一期、二期、三期先后建成投产，总装机容量390万千瓦。拟建中的还有秦山核电四期工程；位于大桥新区东侧的嘉兴火力发电厂是浙北地区的特大型主力发电厂，年发电量36亿千瓦时左右。此外，全区已预征一批土地，可满足进区项目的各类用地需要，开发建设的空间和潜力巨大。

　　综合实力强劲十足

　　海盐经济开发区是省级先进开发区。建区以来，坚持工业项目、外资项目、出口创汇为主，致力于发展高新技术的方针，以工业园区为载体，建立起紧固件、新型建材、电子通讯、轻纺服装为主的支柱产业。其中海盐标准件工业城被列为浙江省“十五”特色工业园区，建成以高强度紧固件、异型件、不锈钢紧固件、汽车配件等为主导产品的出口型标准件制造基地。到2004年7月底止，全区累计引进工业项目538个，总投55.39亿元。其中 “三资”企业73个(总投资1000万美元以上项目16个)，合同外资25683万美元，实际到位外资10247万美元；荣联陶瓷、普博电机、威康纺织、丰建五金、精斌模具等是其中的佼佼者。按合同外资金额计，居于前列的外资来源国家或地区分别是台湾、新加坡、日本、香港。累计出口创汇 81037万美元，其中“三资”企业出口59323万美元。全区外经外贸总量占全县55%以上,经济总量已占到全县经济总量的20%。

　　海盐是上海经济区沿海开放县，总面积1073平方公里，其中陆地面积507平方公里，人口38万。历史悠久，置县于秦，因“海滨广斥、盐田相望”而得名。1985年被国务院列入沿海经济开放区，连续五届被评为中国综合实力面强县，2002年列第43位。同时还是全国科技工作先进县、体育先进县、文化先进县，浙江省首批小康县和教育强县。

　　海盐是浙江省利用外资十强县之一。丝绸服装、化纤、机械、电子是其支柱产业。到2004年7月底，全县累计批准三资企业259家，合同利用外资45989万美元，实际利用外资18313万美元。

　　招商引资服务规范

　　海盐经济开发区管委会是海盐经济开发区和海盐经济开发区杭州湾大桥新区的开发建设主体，以“诚信、务实、高效”为行为准则。海盐经济社会发展服务中心是全国首家通过ISO9001国际质量管理体系认证的行政审批部门。国有海盐杭州湾大桥新区开发有限公司，注册资本3100万元，具体组织大桥新区基础设施、招商引资等各项建设的投融资，对进区实行合资或独资开发道路、供水等基础设施项目的国内外银行、财团、公司实行有效资产担保。海盐县对外商投资企业实行投资优惠政策，对注册资本金在300万美元以上、高新技术企业和500万美元以上的外资企业，按照国家有关规定享受税收等方面的优惠待遇，并享受海盐地方政府在权限范围内给予的其它优惠待遇。

　　海盐杭州湾大桥新区是环杭州湾产业带中的重要组成部分，被誉为21世纪浙北经济发展的战略高地。环杭州湾产业带包括环杭州湾杭州、宁波、绍兴、嘉兴、湖州、舟山等六市产业和城市新的成长空间，并涉及六市与产业发展密切相关的功能区域，是浙江融入全球经济大循环、提升区域国际竞争力的大平台，是浙江面向未来发展的一个整体性品牌。

　　今后，海盐杭州湾大桥新区将根据浙江省环杭州湾产业带的总体规划，面向国际国内，面向大型企业，面向高新技术，选择信息电子、新型建材、精密机械、精细化工等为主导产业，走高科技、市场化创新之路，建成吸纳国际高新技术产业、特别是台湾信息电子产业以及国内民营产业、区域核心城市产业转移的基地，着力打造浙北先进制造业基地。在此基础上拉动第三产业发展,在中远期建成上海南翼的先进制造业基地、杭州湾畔的绿色滨海新城、区域核心城市的物流口岸。
